The Minister of the Interior, Luis Alberto Heber, personally ordered an investigation to be carried out on the senator from the Front of the Broad party, Charles Carreraafter the newspaper The country published a note in which it is said that, supposedly, the legislator would have enabled his ex-wife to attend the Police Hospital between 2010 and 2012.
The Ministry will also file a civil lawsuit against Carrera for another fact in which, according to reports, Carrera would have authorized a shot civilian to be treated at said medical center.
From the Broad Front, its president, Fernando Pereira, has criticized that the government wants to move forward on the matter of Carrera and his ex-wife. For the left-wing leader, “this is smoke to cover the uncoverable, which is having given a passport to drug trafficker Sebastián Marset.” For the senator of the National Party, Sebastián da Silva, “this is a pandora’s box”.
Pereira lamented that “things that are normal are amplified (…) messing with people’s families.” And he added: “we have never done that, they are not the rules of the game”.
For his part, Carrera stated: “Minister Heber has an obsession and it is not security, he is an Opposition Senator. All the authorities and direct relatives were treated at the Police Hospital. I didn’t enable anyone. He had no power to do so. Prosecutor will laud”.
What the law says
A search in the archives of the National Directorate of Printing and Official Publications (IMPO) reveals several laws related to this controversy.
The Law No. 13640published on January 30, 1968, says in its article 86 the following:
The Police Health Service will function under the name of
“Police Service of Medical and Social Assistance” and will attend to the personnel dependent on the Ministry of the Interior and relatives in charge of the official, as well as retired and pensioners police and dependent relatives.
Other later legislation, such as one from 1974, also clarifies that all members of police personnel “active or retired” can be treated at the Police Hospital, in addition to the relatives of officials of the Ministry of the Interior. To this is added a decree from the management of Eduardo Bonomi that specified the inclusion of concubines in the scope of medical services of this center.
