There was no further explanation for this new handling of Castle to the institutionality of the PNP. But the truth is that these unusual changes were made only three days after learning of his request to the Inspectorate, one of the bodies he renewed, to investigate and order the retirement of Colonel Harvey Colchado, in revenge for the raid to his residence in the Casa de Pizarro to try to capture his sister-in-law.
Through supreme resolutions published yesterday in El Peruano, Castle and the Minister of the Interior, Willy Huerta, surprisingly sent Commander General Luis Vera to retirement, who had assumed the position just three months ago by order of the president himself.
In his replacement, he appointed Raúl Alfaro Alvarado as the new Police Chief, who was in charge of the now coveted PNP General Inspectorate.
Last June, Alfaro’s management was charged with the internal investigation to determine if any cash facilitated the scandalous flight of former Minister Juan Silva, although the results of that investigation are unknown until now.
Meanwhile, as a new inspector, Castillo chose to appoint another countryman of his, as has already happened in other key positions, such as the National Intelligence Directorate (DINI). The post is assumed by General Segundo Mejía Montenegro, born, like the president, in the province of Chota (Cajamarca).
Mejía will now have the task of evaluating the complaint against Colchado and deciding whether to send him into retirement, as the president wants. His background, however, is not the best. In 2014, he was accused of being the one who allegedly ordered “follow-up actions” against professors and students of the Inca Garcilaso de la Vega University against the management of the questioned rector Luis Cervantes. Despite being active, Mejía served as head of Security and Surveillance of that house of studies.
The third change made by Castillo was in the headquarters of the General Staff, from where he removed Lieutenant General Raúl del Castillo and chose to appoint the investigated General Vicente Álvarez, implicated in the ‘Death Squad’ and fuel theft cases.

The former head of the Dircote Vicente Álvarez Moreno was accused of belonging to the ‘Death Squad’, an annihilation organization made up of bad policemen who unofficially executed alleged criminals in order to achieve promotions, money and media prestige.
In August 2016, the National Police retired Álvarez, but a court ruling ordered his return to activity in 2020. However, the 2020 resolution was not executed until Pedro Castillo became president.
Before his reincorporation, Álvarez walked through military bases in the Vraem, where he served as an advisor to the security forces, as reported by this newspaper. Álvarez was accused by the Public Ministry of fuel theft in the Dircote and homicide for his participation in the ‘Death Squad’. The fuel theft case was dismissed, but the ruling of a higher court on the accusation against him for the crime of embezzlement to the detriment of the State is pending.
On the other hand, in the investigations of the ‘Death Squad’, the Judiciary declared unfounded a request for preventive detention and the Prosecutor’s Office is awaiting the result of the appeal, sources said. Peru21.
Now, thanks to Castillo and Interior Minister Willy Huertas, the investigated Álvarez is the new chief of staff of the National Police.
This newspaper contacted Álvarez, but he excused himself from offering statements, alleging that he is now “within the rules that govern the police institution.”

For his part, the Deputy Minister of Internal Order of the Ministry of the Interior, Abel Gamarra, assured yesterday that the changes in the PNP are not due “to anything extraordinary or unusual.”
“This is a change that occurs naturally because there is a change of minister and what happens is that the change of command has been delayed a bit, but it is a normal change,” he said. However, Huerta was sworn in more than a month ago, on July 19. The minister, meanwhile, opted for silence.
