The Dumping, Subsidies and Elimination of Non-Tariff Trade Barriers (CDB) Commission of Indecopi decided to apply provisional anti-dumping duties to imports of 100% polyester plain weave fabrics originating in China.
The governing body maintained that the measure is established after having determined, in a preliminary manner, significant damage to domestic production caused by the entry into the country of this product with a dumping margin of 121.8%.
Through Resolution No. 190-2022/CDB-INDECOPI, published today in El Peruano, the mechanism in which these provisional anti-dumping duties are set at US$ 3.93 per kilogram on these imports was made official and their application is provided for a period of six months, counted from tomorrow, Friday, August 26, 2022.
The Commission has determined that, during the period of analysis (January 2018 – December 2021), important economic and financial indicators of national production, such as domestic sales, market share, productivity, profit margin and employment, registered a negative behavior due to the entry of imports of polyester taffeta fabrics from China at dumping prices.
Along the same lines, it was observed that imports of Chinese polyester plain weave fabrics entered Peru registering an average undervaluation level of 41.2% with respect to the domestic sales price of domestic producers.
It should be noted that the request to initiate the investigation procedure to apply anti-dumping duties to these imports of Chinese origin was submitted in October 2021 by the national production company Tecnología Textil SA
In January 2022, the CDB initiated the investigation procedure for imports of 100% polyester plain weave fabrics of Chinese origin, and on April 22, 2022, the national company requested the application of provisional antidumping duties.
