The Emergency Operations Committee (COE) established that public transport units do not carry passengers beyond 75% of their capacity.
On the night of Tuesday, December 21, 2021, the Emergency Operations Committee (COE) of the Metropolitan District of Quito, led by Mayor Santiago Guarderas, addressed the epidemiological situation of the city, as well as the current capacity of the Public Health Network to care for patients Covid-19.
In addition, they learned about the Resolutions of the National Emergency Operations Committee, adopted in permanent session, on Tuesday, December 14 and 21, 2021, in the context of the festivities for Christmas and New Years.
In accordance with Resolution No. 040, Art. 17, on the determination of alert thresholds, the Ministry of Health determined to go from yellow to orange epidemiological alert level in the Metropolitan District of Quito. Therefore, it was decided to establish new levels of capacity in closed spaces and places of concentration of people. These were defined as follows:
- Bars, discos and more places of fun (30%)
- Gyms and entertainment centers of (30%)
Contact - Gyms without contact activities (65%)
- Shopping centers (65%)
- Markets () 65%
- Supermarkets (65%)
- Banks and cooperatives (60%)
- Restaurants (indoor) (60%)
- Restaurants (outdoor) (70%)
- Cinemas (50%)
- Theaters (50%)
- Auditoriums, convention centers (70%)

It was established that, within municipal spas, there is a maximum capacity of 50% and a schedule for use of their facilities, from 06:00 to 18:00.
Regarding the capacity in public transport, it was resolved to reduce it to 75%. This measure will be reviewed during the first week of January, according to the epidemiological indicators and their evolution.
On the other hand, citizens are called upon to complete their vaccination schedule for the first, second and booster doses, and to go to the vaccination points established in coordination with the Ministry of Public Health.
Regarding the consumption and sale of alcoholic beverages and of moderation in public spaces, the application of Resolution A14 2021 was established, which vetoes their consumption in them. In addition, the recommendation of the National COE was accepted to “exhort the general public…, maintain the biosafety protocols, social distancing, correct use of a mask, frequent hand washing, do not stay in places without ventilation and go to the vaccination centers, in accordance with the plan established by the Ministry of Public Health ”.
Likewise, the recommendation was accepted that authorized public events, before the issuance of the resolution of December 14, 2021 of the National COE, may be developed in accordance with the new capacity and presentation of vaccination cards or negative PCR tests.
Regarding the burning of puppets in the open air and the use of pyrotechnics, the respective sanction was established for the infractions of the case that the Metropolitan Control Agency must execute. The national COE announced yesterday that will allow the burning of puppets as long as it is carried out in a family environment.
The Municipality of Quito safeguards the safety of its citizens, through the adoption of measures that guarantee the health of those who live in the Metropolitan District, in addition to the correct use of public space. The results of the measures adopted will be evaluated on January 4, 2022. (DLH)
