President promulgates text that foresees R$ 5.7 billion for campaigns in 2022

The amount was provided for in the Budget Guidelines Law (LDO) of 2022, approved by Congress in July. In August, when sanctioning the text, President Bolsonaro vetoed the excerpt. The veto, however, was knocked down by parliamentarians last week.

The fund’s resources are public and divided among political parties to finance electoral campaigns. According to the text, the amount will be linked to the budget of the Superior Electoral Court (TSE), corresponding to 25% of the sum of the 2021 and 2022 budgets.

The Special Campaign Financing Fund, or just Electoral Fund, was created in 2017. Its creation followed the ban on private campaign financing. In 2015, the Federal Supreme Court (STF) prohibited donations from companies to electoral campaigns, alleging that there is an imbalance in the political dispute and the abusive exercise of economic power.

Without the private budget to fund campaigns, the fund was created. It is made up of federal budget allocations, transferred to the TSE until the beginning of June, only in electoral years. In 2018, for example, just over R$ 1.7 billion from the Electoral Fund for campaigns was transferred to the parties.

Final value in LOA

Even so, the final amount to be allocated to fund the campaign next year will be defined in the Annual Budget Law (LOA) of 2022. under discussion in the Joint Budget Committee (CMO) of the Congress and must be voted on this Tuesday by the collegiate, followed by the vote in plenary by deputies and senators.

In the opinion presented yesterday (20) by the general rapporteur, Deputy Hugo Leal (PSD-RJ), the resources foreseen for the Electoral Fund are R$ 5.1 billion. But the value is still not a consensus among parliamentarians.
