Public investment would accelerate in the third quarter due to dynamics in the regions, according to the ANGR

The president of the National Assembly of Regional Governments (), Jean Paul Benavente, reported that public investment will accelerate during the third quarter of this year due to the consolidation of pending processes throughout the country and the improvements made to the State Procurement Law.

“All governors have the great challenge of executing spending until the end of our administration, which ends this year,” declared to the Andean Agency.

In this sense, Benavente specified that the term of execution of the works expires practically in October because from November the new authorities will be known. “The transfer process must be directed in the best possible way so that it is transparent and agile, so that the continuity of the projects is maintained”commented.

For this reason, it considers that a slowdown in the execution of public works in the last two months of this year is possible.

“Public investments will continue with the same rate of growth until October, at least. From there, progress will depend on the transfer process.”he emphasized.

Although the new authorities take office in January 2023, the also governor of Cusco explained that when the new elected authorities are known, it is necessary to start coordination for an adequate transfer.

According to the Ministry of Economy and Finance (MEF), the public investment registered in July this year reported a growth of 37.6% (adding S/ 3,909 million), compared to what was registered in the same month of 2021. In June it advanced 14.6%, in May 1.3% and in April 8.1%.

It should be noted that the progress reported in the seventh month of the year was the highest amount for that period in the last five years.

In this regard, the president of the ANGR explained that one of the factors that favored the higher growth rate of public investment in July this year was the provision of greater economic resources. “Public investment has also increased in recent months, favored by a greater availability of resources”he asserted.

Benavente commented that some changes were added to the State Procurement Law, linked to the bidding processes, calls, among others.

“The increase in costs derived from the higher price of inputs and fuels had generated a small stagnation in the execution of works between January and April. But those prices have stabilized now, which allows us to move forward with the works”, said.
