The Organization of American States (OAS)said that the institutional crisis in Haiti it is a direct result of the actions of the country’s endogenous forces and the international community.
Citing that the last 20 years of the presence of the international community in Haiti represent one of the strongest and most manifest failures that has been implemented and executed in any framework of international cooperation.
This has nothing to do with the people who, with a vocation for service and altruistic desire, served as aid workers and left their maximum efforts, and even in some cases their lives, for Haiti. For those people our maximum respect and always remember.

The organization indicated that this has to do with the fact that in 20 years of erroneous political strategy, the international community was not able to facilitate the construction of a single institution with the capacity to respond to the problems of Haitians, 20 years later not a single institution is stronger than it was before.
Under that umbrella of the international community fermented and germinated the criminal gangs that today besiege the country and its people, under that umbrella the process of deinstitutionalization and political crisis that we are experiencing today germinated and was conceived.

The OAS maintained that then, seeing its failure, the international community withdrew from Haiti, leaving behind chaos, destruction, and violence.
At present, it is absurd to pretend that Haitians, completely alone, polarized and with very few resources, can rebuild or build a security, re-institutionalization and development project that allows 12 million inhabitants to recompose peaceful coexistence under this scheme of destruction. Without resources, in a climate of violence, without technological capabilities, without financial accumulation, without any of that today they are trying to make believe that a completely endogenous Haitian solution can prosper. It is not like this.
OAS statement on the crisis in Haiti
In an official statement, the OAS explains that without conditions of democracy and without conditions of security, the country today suffers from the lack of ideas and the lack of real capacities of the international community, as well as its own structural problems.
An international community that never knew if it had to leave Minustah or take it away, an international community that believed that putting money was having ideas, an international community that believed that paying its own consultants would solve the problems of Haitians. Obviously none of that was possible and none of this is possible.

For the OAS, the construction of democracy depends on the citizenry, on strong institutions that must be permanently strengthened, on the capacity for dialogue of the political system, and on the honesty of this political system.
“Essentially, it depends on the powers of the State in force and with the capacity, with independence to act, on the exercise of fully respected fundamental freedoms and guarantees (and that the State enforces respect) within the framework of the fullest exercise of economic and social rights, as well as make a credible, fair and transparent electoral process”.
That must be resolved by the Haitians, that is undeniable, but the international community has a role to play.

For the OAS, Haitian society is very vulnerable and very polarized, its institutions are very weak, its organizations are very weak, and they have to build a path of strengthening from the zero point or perhaps from even lower.
Without reducing polarization, without building capacities and bridges among Haitians, it will not be possible. Without dialogue it is impossible.
