A screenshot of the SimpleTV website was sent to EsPaja.com on Monday, August 1, informing that in compliance with the reform of the Tax Law on Large Financial Transactions of February 25, 2022, «any payment made in currency other than the bolivar will be subject to the corresponding rate of 3%”. It’s true.
The satellite subscription TV company offers the option of paying for the service in foreign currency, through its website. The information is displayed when you click on the home page where it says “use your express recharge”. Immediately the system asks to enter the number of the client’s access card.
When following the procedure, the site indicates the options through which the recharge can be made: PayPal, Zinli or international cards.
The National Integrated Tax and Customs Administration Service (Seniat) partially reformed the Law the Decree with Rank Value and Force of Law of Tax on Large Financial Transactions to charge a fee to all transactions that pass through the system of means of payment of the national bank.

The Extraordinary Official Gazette 6,687 was published on February 25, 2022. On the same date, a presidential decree was published identifying exempt operations and on March 17, the Seniat designated the special taxpayers who would act as collection agents to collect, declare and transfer to the Treasury the tax received.
Subsequently, the Seniat clarified that payments through payment gateways such as Zelle, PayPal, Reserve and the like, will be taxed by the IGTF, since these transactions are made without the mediation of the national financial system.
In the case of international cards, they are exempt from the 3% IGTF established by Seniat, as long as the point of sale is affiliated with the national bank. If, on the contrary, the platform is associated with an entity outside the Venezuelan financial system, the transaction will be charged with the 3% expected.
The SimpleTV page does not expressly indicate which platform is used for recharging through international cards, so it can be inferred that if they are charging 3% of the IGTF, it is one outside the local system.
This express recharge method is added to the options in the country that the company of Chilean origin already offers to recharge balance to its different plans.
