In the interpellation, in charge of the deputy Ximena Ossandon (RN), Yarza was consulted about contracts with laboratories to obtain new vaccines. body scan
Deputy Ossandón asked the Secretary of State about the prohibition of the use of body scan in prisons and facilities of the National Service for Minors (Sename) after an official letter from the Undersecretary of Public Health, a decision that was finally annulled.
In this regard, the Minister of Health maintained that there was a misinterpretation of the initial instructions. She noted that, in view of this fact, the constitution of an interministerial work table was convened to agree on new technologies that would replace that mechanism.
He affirmed that the idea was never to leave said venues uncontrolled or to return to bodily touching. Rather, he said he aspires to have technology that can do the same thing as scanners, but without radiation. He added that the result of the table will soon see the light of his proposal.
Electroconvulsive therapy
Deputy Ossandón consulted on the complaint made by the minister regarding alleged torture at the El Salvador Psychiatric Hospital (Valparaíso), due to electroconvulsive treatments without anesthesia or muscle relaxant. The parliamentarian recalled the criticism of this fact and asked if there had been a mistake in denouncing them and from whom.
In this regard, Yarza affirmed that it was a decision of the ministry to tour the psychiatric facilities. In this framework, the therapy of El Salvador was known in these conditions. He specified that it is the duty of the authorities to report irregular acts. He also mentioned that, in 2017, a UN commission had already pointed out this situation.
The Secretary of State was adamant that it was her duty from the point of view of administrative responsibility and human rights to deliver this information. In addition, she reported that a summary and an audit is being carried out to analyze what processes have been skipped to reach this point.
