In a complaint filed with the Latin American Water Tribunal a decade ago, the National Assembly of Environmentally Affected People (ANAA) warned of 220 conflicts over this resource and presented a scenario that still largely prevails: the country’s environmental water deterioration, omissions and violations of different levels of government in the application of environmental legislation, as well as the capture of the State to direct public policy towards the privatization of water sources and related services.
The conflicts affected many local communities, popular neighborhoods and social organizations throughout the Republic. A large part of these conflicts involve the private or state use of natural resources and their gradual destruction, as well as a large number of legal violations, non-compliance, corruption and state misunderstanding of the victims’ claims.

In a document of about 500 pages, the ANAA pointed out omissions, breaches and inability of the National Water Commission (Conagua) to carry out regulatory functions, which generated numerous social, regional and national conflicts, and faced the crisis with the privatization and construction of water infrastructure.
In the document, the ANAA warned that it is a widely recognized fact that whoever manages to dominate water resources can control life itself; without water living bodies die and with poor quality water they degrade and become ill. Its control has been the starting point for the general domain of the economy, society, politics and culture, that is, of the social reproductive totality.

The court, which has an ethical nature, decided to condemn the Mexican State for the violation of international treaties and national legislation that guarantee the human right to water; In addition, he asked him to recognize the growing deterioration of this right and to alert about social conflict.
