During the chapter on requests and formulations, Eusebio Ramón Ayala, senator for the PLRA, requested that César Arriola, national foreign minister, Félix Sosa, head of ANDE, in addition to the advisors of Itaipú and Yacyretá, be summoned for August 15 , to provide details on the negotiations around the revision of Annex “C” of Itaipu.
The senator explained that on July 25 they already held a meeting, but not all the points to be discussed were exhausted.
“We received the information we requested but as a result of the meeting, new questions arise, so we request that they be invited back to the board of directors in 15 days to continue with the meetings,” he said.
What worries legislators is that the negotiation of Annex “C” is subject to the negotiation of the rate. Its last price was established at US$ 22.6 per kW/month. Paraguay proposes to continue with the same price but Brazil wants to reduce it to US$18.9 per kW/month. Therefore, there is no progress in the revision of Annex “C” nor of the rate.
“The output would be an intermediate rate that would be around US$20.7. Then ANDE, Itaipu and the Government must announce the scenarios to the population. And what does it mean for Paraguay and for ANDE that it means that the rate is reduced. How much income, savings that can be had with this, ”he pointed out.
Ayala urged that our country have its own agenda regardless of what Brazil seeks.
There is a lot of mistrust surrounding these negotiations. The reason focuses on the secret bilateral act of May 2019, where the Executive approved the increase in the purchase cost of the binational’s surplus energy, without having communicated it to public opinion.
