The Special Justice for Peace, JEP, opened an incident of contempt against the Minister of Justice, Wilson Ruiz, for allegedly not providing information on progress in the dismantling of criminal organizations.
The measure was adopted by the Section of Absence of Recognition, SAR, of Truth and Responsibility of the Tribunal for Peace, which He also asked the Attorney General’s Office to investigate Minister Ruiz’s conduct.

The SAR considered that the head of the Justice portfolio did not answer a 12-question questionnaire from the High Courtin the middle of a process of precautionary measures to protect the fundamental rights of the group of mandatory appearers before the JEP, members of the public force and the former FARC guerrilla.
The information requested from the Ministry of Justice is aimed at establish the obstacles that prevent the fulfillment of state commitments in terms of security guarantees of the designated population and to determine the urgent measures that must be adopted.

“The persistence of violations of the rights of ex-combatants in the reincorporation process requires permanent monitoring of the orders issued to state entities with binding obligations in terms of security guarantees, as established in the Final Peace Agreement and developed regulations, and verification that they have been complied with effectively,” the JEP said in its decision.
Now, Minister Ruiz has five days to rule on this contempt.
The Institute for the Development of Studies for Peace, Indepaz, which monitors homicides in its observatory, assured that since the November 2016 peace agreement between the Colombian government and the then FARC guerrilla was signed, 333 demobilized combatants have been assassinated, 27 of them this year.

The most recent assassinated was Orley Tombe, in the middle of a shooting when he was with two other people in a commercial establishment in the municipality of Puerto Rico, in the south of Colombia.
