The Rural Agrarian Productive Development Program (Rural Agriculture) reported that so far five companies have been identified that compete to supply urea to Peru at the beginning of the sixth phase of the process of “International Acquisition of Nitrogenous Fertilizer for Agricultural Use”, which will take place on July 20 and 21 .
He indicated that the countries that could sell the urea are: Russia, Australia, Mexico, the United States and Italy, who presented their proposals in Spanish and English through the Award platform on Tuesday, July 18 and Wednesday, July 19 until midnight.
He explained that they are being evaluated according to the schedule, which is developed, as he said, with total transparency and meeting the established deadlines.
They ensure transparency in the process
The organ of Ministry of Agrarian Development and Irrigation of Peru (Midagri) He specified that the transparency of the new fertilizer acquisition process is guaranteed thanks to the implementation of the Award computer platform, in such a way that the handling of official information is ensured and the risks of selection with confidence and efficiency of the bidders are reduced.
He pointed out that Award has a personalized access system and provides a simultaneous audit trail that it shares with the Institutional Control Body (OCI), in accordance with the coordination with the Comptroller General of the Republic, with whom it has been working jointly on monitoring of the acquisition process.
The Award software tool is ISO 27001 (Information Security Management) and ISO 9001 (Quality Management) certified and is used by state entities in the United Kingdom, Australia and Canada.
In the country, it has been used in the framework of government-to-government (G2G) agreements between Peru and the British government.
It should be noted that the bidders’ offers were downloaded in the presence of a notary public and the Institutional Control Body (OCI) of Agro Rural.
Comptroller’s observations on the bidding process
On July 15, the Comptroller General of the Republic issued report 020-2022-OCI/5741-SOO, where it noted that the Agro Rural directive for the acquisition of fertilizers lacks some key specifications to ensure that the tender is carried out correctly.
Among them, he mentioned that it does not establish possible penalties in case of non-compliance with the delivery of urea, or regarding notification deadlines and other scopes.
