When peter castle even unwrapped in the role of candidate, public opinion perceived the construction of his message: a clear division between Lima and “deep Peru”, on his own terms. Since then, and now cast in the role of president, his speech has had a nuance depending on the location of his stage.
“The investigations, for the good of the country, must be done with total transparency,” the head of state specified during the interview for TV Peru in June. However, on his recent visit to Ayacucho he addressed the crowd and questioned the work of journalism: “Do you believe in the polls? Do you believe in the press? Do you believe in those newspapers? The time has come to believe in the same people”. And he added that “only the people save the people, it hurts whoever it hurts”.
Mirko Lauer explained it in his last column: “He is convinced that the interior publics are the most receptive to populist preaching. So, he smears them with the rougher version, in the variant the bad guys attack me. Faced with this dynamic, two political scientists explain in conversation with The Republic the way Castillo weaves his word as a teacher.

Candidate Castle vs. president castle
Alonso Cárdenas maintains that Pedro Castillo is not aware of his status as president: “The President of the Republic has not yet realized that he has already won the elections. The speeches he gives in different regions of the country are more about a candidate than a president.”
“And that is also reflected, for example, in the so-called Decentralized Councils of Ministers, where it is a festival of promises and speeches, but they are no longer consistent with public management, which is the Achilles heel of the current administration. ”, adds the expert.
Likewise, it emphasizes the results of the elections: “The political temperature behind the results of Lima versus the results of the different regions of the country is diametrically opposed, so the president has remained in that logic of confrontation between Lima versus provinces”.
For Cárdenas, these two factors are added to the absence of a team of top-level political advisers. “The president, since he took office from him, has practically hemorrhaged approval ratings. The levels of acceptance of him in the latest polls are very low”, concludes the political scientist.

Pedro Castillo and his attempt to take care of a backup
For her part, María Paula Távara indicates that this mechanism has to do with her link with the electorate. “In the provinces, the speech with which Pedro Castillo obtained his support is more confrontational, and with that base it is likely that he will continue to build the feeling that it is there where he can allow himself to say openly what he thinks, but that also earns him palms”analyzes the specialist.
In addition, the political scientist highlights that protection in the provinces is also a response to a disparate context in terms of opportunities.
“The vote of his first round from the beginning has been presented as a vote of confrontation with the establishment. That establishment, among other things, is clearly represented in our country with the capital. (…) As long as these types of divided constructions exist, from the political class, it will always be feasible for the candidates to use strategies or expressions to win the support of sectors that tell us, through different social conflicts, that they feel excluded”, he details.
And he concludes that it is an identity endorsement: “It is a way of guaranteeing that at least that 20% hard that seems not to abandon him in the polls remains with him.”

However, it was not up to Paredes to offer these projects on behalf of the central government. First lady Lilia Paredes is also involved in this circle of alleged influence peddling. That is, the environment of the president in view of justice.
