With a strong parliamentary, ministerial representation and in the different levels of the State, the nationalist sector Todos represents the backbone on which President Luis Lacalle Pou has relied to carry out his management of government. List 404 – the official Lacalle list – 71 – the always relevant representative of the most orthodox Herrerismo – and 40 – with a more Wilsonian nuance – participated in the 2014 and 2019 elections under the same electoral umbrella.
But, as nothing lasts forever, the survival of this alliance is threatened by the wear and tear of government management, an almost non-existent internal coordination and the decisions that will have to be made with a view to the 2024 elections that appear in the horizon.
Like any flood movement without much history in national politics – even though they have been together for eight years – the interests of the 404, the 40 and the 71 will not necessarily coincide again.
Lacalle Pou, they say, was the presidential candidate and is the leader of the sector, but the current president will not be among the electoral options.
The secretary of the presidency, Álvaro Delgado (list 404), is one of the leaders who aspires to be a pre-candidate in the next elections but has not assured the support of the 71st and 40th, and his candidacy causes resentment even within his own group.
Thus, on Monday the 27th, a call by leaders of the 404 to meet with Delgado and “show their support for a possible candidacy” was not only rejected by the secretary of the Presidency himself as he considered it hasty, but also caused annoyance in those close to the minister. of Social Development, Martín Lema, who found out about the meeting through the press. The meeting was held but without Delgado.

The sector does not have common authorities and one of the very few meetings between the members of Todos occurred on October 30, 2021 when a congress was convened in Flores to organize the defense of the Emergency Law (LUC) that the opposition wanted to bring down. through a referendum.
On June 2, President Lacalle Pou received in Anchorena to the main referents of Todos -Delgado, and the ministers Luis Alberto Heber (Interior) and Javier García (Defense)- but the leaders avoided making statements about the content of the meeting.
Both Delgado and Martín Lema and García appear among the names mentioned in the polls as possible presidential candidates, although the advantage in voting intentions is held by the secretary of the Presidency. Laura Raffo, the former candidate for the mayor of Montevideo, whom the Herrerismo wants to present in the menu of pre-candidates, is also outlined.
As has been said, the absence of Lacalle Pou in the next elections – prevented from being re-elected – will leave the nationalist politicians who have been promoting him since he began the main stretch of his race to power in 2014.
Without that presence that has served as electoral glue, the road to the 2024 internal elections lends itself so that the umbrella in which the now president took shelter, frays before the votes begin to rain.
