Petróleos Paraguayos (Petropar) made a call for tenders with ID 415017 called; “Corporate image installation service for service stations”. The maximum amount of the call is G. 10 billion (US$ 1.4 million).
The tender was published on June 30 and the opening of offers will only take place next Friday, July 22. The type of procedure is a “National Public Tender” (LPN) and was called within the category; “publicity and propaganda”.
OPEN CONTRACT
The minimum amount of the service will be G. 5,500 million, while the maximum amount will be G. 10 billion.
Among the documents present in the portal of the National Directorate of Public Procurement (DNCP), it is mentioned that for this contract it was necessary to use an open contract because the number of items requested varies according to the need. Whether to provide new items or replace damaged or worn out goods.
We tried to communicate with Denis Lichi, head of Petropar, and with Rodrigo Irala, director of the Contracting Operations Unit (UOC), but we had no answers. From the communication department they told us that they would manage our request for an interview but at the close of this edition, we had no confirmation.
QUESTIONS
Petropar has been the target of criticism since the start of the pandemic for irregular tenders. Even last week, the Chamber of Senators had to deal with item 8 of the Agenda, the draft declaration; “Which urges Petróleos Paraguayos (Petropar) to submit to the General Directorate of Public Procurement the cancellation of the call with ID 410,945.”
This is the so-called call for tenders; “Recruitment of a specialized firm to support the management of temporary human resources”. The value of the call is G. 48,600 million (US$ 7 million).
However, due to the lack of an opinion, the project was postponed sine die (no specific date).
Likewise, at the end of June, Petróleos Paraguayos (Petropar), awarded the company Trafigura Pte Ltd for a total value of G. 666,323 million (US$ 97 million). The company managed to win the so-called tender; “Acquisition of Diesel” with ID 410,794. For this call, offers began to be received from June 6, 2022.
What is striking is that the awarded company has been investigated since 2018 by the Brazilian Justice for alleged links to the “Lava Jato” operation.
She is being investigated for having paid bribes to officials of the Petrobras company. The Brazilian Prosecutor’s Office suspects that between 2009 and 2014, this and two other firms known as “tradings” paid around US$31 million in bribes to Petrobras officials to receive benefits such as better prices or more frequent contracts in the acquisition of derivatives.
This, just to mention two of the most questioned calls.
