The Ombudsman’s Office again urged the Congress of the Republic not to approve a change in the name and functions of the Ministry of Women and Vulnerable Populations (MIMP) by the Ministry of the Family.
Through a statement, he recalled that the MIMP was created as a specific governing body designed to address the causes and consequences of violence and discrimination against women.
“But today, the Congress of the Republic intends to ignore this progress, contravening national and international regulations on women’s human rights, which are mandatory for Peru”he underlined.
He also explained that given the imminent risks of setbacks, this year the Committee of the United Nations Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) recommended that Peru guarantee the integrity of the MIMP, both in its name as in your mandate.
The purpose is “strengthen its stewardship in public policies related to the state obligation to guarantee equality and non-discrimination between women and men”.
In the same way, she emphasized that the situation is aggravated by the national and global context of conflict and pandemic, which has been generating an increase in gender gaps that affect women in all areas of their lives, the consequence of which is the violation of their autonomy and the increase in the feminization of poverty.
She specified that between January and May of this year, the women’s emergency centers (CEM), registered that 87% of cases of violence attended correspond to women. This, added to the femicide that takes the lives of 12 women every month, demonstrates the undeniable situation of vulnerability and risk that especially affects women.
Therefore, the Ombudsman insisted that this reality requires the State to reinforce strategies and public policies specifically aimed at confronting the various forms of violence and discrimination.
“In this context, the approval of a rule that changes the name and functions of the MIMP affects the functions of the Executive Branch, contradicting Organic Law 29158, which provides that the creation, modification, dissolution or merger of ministries occurs by legislative initiative. of this state power.sentenced.
It should be noted that the Board of Spokespersons of Congress agreed to expand the agenda of the Plenary to include the debate on the bill that proposes changing the name of the Ministry of Women and Vulnerable Populations (MIMP) to the Ministry of the Family.
