The deputies of the special commission of the National Assembly that investigates the fascist acts in Venezuela delivered a copy of the report made on the Villa Zamora 21 case to the Municipal Council of Zamora, Miranda state, to account for the results of the work carried out before the people of Guatire.
The president of that team, Ricardo Molina, said that in April of this year an attack on Human Rights, the National Constitution and the laws against the people of the agrarian subdivision was committed.
He asserted that the product of this investigation is binding, so it must be taken into account by the Prosecutor’s Office, the Comptroller General’s Office, the Ombudsman’s Office and the courts that will follow this case.
“We no longer have any other action in the investigation itself, but we are pending and alert to reports from citizen power. As we have committed ourselves at least once a month to this commission, they must notify the progress of the work that is carried out from there, ”he stated.
Molina stressed that the deputies of the Bloc de la Patria and the opposition agreed that a series of crimes were committed in Villa Zamora 21 by the people who intervened in the agricultural settlement.
Molina, in his speech offered in the local legislative session hall, pointed out how the commission gathered information and reconstructed the facts for which they presumed the direct responsibility of Mayor Raziel Rodríguez in political, administrative, criminal and civil matters, as well as of other public workers.
He clarified that the work of this special commission is not to persecute any mayor or governor, but acts that seek to disturb the peace of the citizenry.
Background of the Villa Zamora case 21
Molina mentioned that the commission takes into account the climate of political and social peace in the country achieved as a result of the 2017 elections for the Constituent Assembly and the economic recovery evidenced, despite the coercive measures.
He added that all the cases detected are linked to access to land by the organized people, as occurred in Mérida, Táchira, Barinas and Guatire.
Regarding the case of Villa Zamora 21, he indicated that members of the Ruiz family were deceived by Polizamora officials by proposing to deal with the case at the police headquarters. By leaving them detained for no apparent reason, calling them invaders and isolating them, they were unaware of the Agrarian Letter they presented, in addition to the fact that their cell phones were seized.
According to Molina, the Guatire Textil company with economic power, the support of municipal institutions and the consent of public and judicial power institutions; acted freely and sent machinery to destroy houses, plantations, facilities and even animals. In his opinion, that was the real invasion.
He also mentioned the “irresponsibility” of Mayor Raziel Rodríguez when he pointed out to the members of the commission that he was unaware of what happened in Villa Zamora 21. He did not appear before the Ruiz family to find out what happened in the space.
The reality emerged in the midst of the interviews with the others involved, the investigation and documentary support.
The commission was unable to speak with the owners of Guatire Textil, a company from which the order came to destroy everything on the land, because they are abroad.
Regarding the police officers, the deputy pointed out that they acted on an order that was given to them.
Confidence in the Moral Power
Molina presented a detailed summary of the work carried out by the commission where he mentioned the others involved in the case and the alleged crimes registered, among which he detailed: making citizens pass as invaders by simulating punishable acts under deception, threat and intimidation; unlawful apprehension for a non-existent crime; illegitimate deprivation of liberty with deception, threat and violence against people; physical and mental abuse of older adults; detention without a strict order from the competent authority; illegal seizure of cell phones and original documents of the Agrarian Charter issued by the National Land Institute (Inti); illegal abuse in the transfer of detainees; violation of domicile through abuse of public officials; in addition to forced entry to homes and destruction of the same; among others.
He added that the Prosecutor’s Office is also investigating the destruction of ancient trees.
“We are very happy from the special commission to see that in the Moral Power there is a willingness to straighten out this type of situation so that it does not happen again; That is why we are very confident that justice will be done and exemplary justice will be done so that no one else thinks of violating the rights of families as happened here / in Villa Zamora 21 ”, he expressed.
He reiterated to the Moral Power that the criminal, civil, administrative and political responsibility of Raziel Rodríguez be made effective, as the main person in charge of the municipal government institutions, and the violation of the Human Rights of those affected in these events.
They also request legal action for the director of Polizamora, Naylet Martínez and the officials José Ramos Párica, Raúl Romero and Belkys Ramírez; as well as the directors of Municipal Engineering, Carlos Carratú, and the Mayor’s Office, Evando Rodríguez; Prosecutor IV of the Public Ministry of the state of Miranda, Norka Martínez; and the official of the third state, municipal and criminal court of first instance in control functions number three of the Judicial and Criminal Circuit of the Miranda state, Barlovento extension, who has made decisions in the case.

Molina was accompanied by the disputed Azucena Jaspe, second vice president of the special commission and the members Nancy Ascensio; Jesús Brito, substitute for Oscar Rondero; Julio Roro, substitute for Blanca Eekhout; and Guaiquininia Castro.
At the end of Molina’s exposition, the president of the Municipal Council, Daniel Pires, proposed its publication to the mayors present in volume 3 of the Municipal reports, which was approved by the majority.
