8 days before signing, "officials" already knew about the award of ambulances

The two alleged officials of the Governorate of Potosí, who trickily obtained the NIT of a workshop to insert it in the contracting process, knew of the award of the 41 ambulances eight days before the process was consummated with the signing of the contract with Estefals Logistics, and even indicated that the vehicles were already on their way to Bolivia in a boat, according to the brief accessed by Página Siete.

The contract for the 41 ambulances was signed on November 26, 2021, but eight days earlier, on November 18, two alleged officials from the Government of that department appeared at the Zegarra Motors workshop to present the owner with “a work proposal with the Governor’s Office”, which was related to the maintenance of the 41 ambulances, which -they stressed- had already been acquired and were on their way to Bolivia.

The two alleged representatives, OMB and V. NN, showed up at the venue at 8:30, but since the owner was not there, they left and only one of them returned.

“At approximately 10:00 am, a man named V. NN appeared at my mechanical workshop, presenting himself as an official from the Potosí Governorate. This man offered me a work agreement between my sole proprietorship and the Government of Potosí to carry out the corresponding maintenance of 41 ambulances that the Government had acquired. However, these vehicles were still in a boat”, reads the brief presented by the owner of the workshop in the framework of the complaint filed against Estefals Logistics.

Lawyer Richard Alejo indicated that what amazed him the most is the certainty that the supposed public servants had about the contracting process days before the contract was signed.

“What causes me a lot of surprise as a lawyer is that before the signing that was on November 26, 2021, by signature of the Governor and the legal representative, the alleged officials were already aware that said tender was going to be awarded” , declared the jurist to this medium.

The alleged official who returned to the workshop -according to the memorial- asked the owner for his Tax Identification Number (NIT), his operating license, Fundempresa registration and his identity card to sign the corresponding contract.

The owner gave him simple photocopies of the documents and also sent them, via WhatsApp, to the numbers of OMB and of V. NN himself. However, they no longer returned to the workshop, despite indicating that they would return in the afternoon.

In the minute of the administrative contract GADP CD and E No. 215/2021, the NIT of the mechanical workshop appears in the section “Documents Integrating the Contract”.

That is why the owner filed a complaint against Estefals Logistics, the company that was awarded the acquisition of the 41 ambulances, for the alleged commission of the crime of ideological falsehood.

Lawyer Alejo maintained that the workshop has no contractual relationship with Estefals Logistics, and that it did not sign any contract for the provision of services with that firm.

Similarly, the jurist reported that they have already identified the address of the two alleged officials, and that they are carrying out the procedures for them to be summoned.

“We are aware that these alleged officials would not be from the city of Potosí, but they did have some employment relationship for the purchase and sale of mobility. That is what we have investigated and that is why we are going to issue the citation,” he said.
